Invitation to Owners of Jointly Owned Properties to Register in “Owners’ Committees” to Enhance Transparency and Sustainability

As part of its efforts to enhance transparency and ensure the sustainability of real estate in the Emirate of Dubai, the Real Estate Regulatory Agency (RERA), an agency of the Dubai Land Department, invites all property owners residing in jointly owned projects to register in the Owners’ Committees, in line with the Dubai Jointly Owned Properties Law.
The Owners’ Committees are a pivotal platform to empower owners and enhance their effective participation in managing their real estate communities, which contributes to improving the quality of life and raising the level of comfort and satisfaction for all residents. This approach comes within Dubai’s pioneering vision to enhance the optimal management of jointly owned properties and achieve transparency in all aspects.

Mr. Mohammed Ali Al Badawi, Acting CEO of RERA, explained that automating the registration process for Owners’ Committees aims to facilitate procedures and ensure the integration of roles between Owners’ Committees and management companies. He said: “Owners’ Committees are an integral part of the emirate’s vision for managing jointly owned properties, as they play an important role in achieving real estate sustainability by reviewing budgets, prioritizing maintenance requirements in buildings and shared facilities, and providing feedback on service plans. “It is not only a tool for property management, but also a means to enhance the values of cooperation and community participation.”

For his part, Mr. Mohammed Al Dah, Director of Joint Property Ownership Department at the Real Estate Regulatory Agency, stressed that registering in the Owners Committees represents a real opportunity for owners to be an active part of decision-making in their real estate communities. He said: “These committees contribute to protecting investments and ensuring the highest levels of efficiency and transparency. Therefore, we call on all qualified owners who meet the necessary conditions to take the initiative to register in these committees, as they play a fundamental role in enhancing project management and the welfare of residents.” Owners wishing to join the Owners Committees must meet a set of conditions, including residing in the property, holding a valid Emirates ID card, submitting a certificate of good conduct issued by Dubai Police, and paying all due service fees. RERA also explained that registration is available until January 31, 2025, with priority given to the first nine members to register. The members will be approved by RERA and announced in February.
The Real Estate Regulatory Agency confirms that this invitation comes from its keenness to establish integrity and enhance cooperation between all stakeholders in the real estate sector. The owners’ committees also represent an ideal opportunity for owners to participate in building prosperous and sustainable communities that are in line with the values of innovation and the ambitious vision of the Emirate of Dubai.
